Dr. Kato adopts an
optimistic tone. le says the failures so far are due
partly to bad weather, but mainly to the farmers'
inexperience;
and he makes the interesting claim that
last year's crop, though sadly deficient in quantity, was
in graatti quality equal, and indeed slightly superior to
American cotton- He says that 90 per cent of cotton in
Formosa is grown Jointly with migar-cane, and he repeats
the ambitious aims of the Ten Year #lan, (see Tamsui
resort 13% of deptember 28th, 1938), - an interesting
indication that the authorities are not as yet prepared to
admit that demande from Japan for a reater acreage of
rice may dislocate plans for sensational increases of the
other newer crope-
